Circle Wins Abu Dhabi License to Launch USDC and EURC in UAE

Circle announced it has secured a license from Abu Dhabi Global Market (ADGM) enabling the firm to offer USDC and EURC stablecoin services across the UAE. The approval covers issuance and operational activity aimed at institutional clients, payment providers and local businesses, positioning Circle to scale dollar- and euro-pegged digital cash within Abu Dhabi and the broader Emirates.

The license provides a regulated on-ramp for stablecoin liquidity that can speed cross-border payments, corporate treasury flows and remittances while giving firms a compliant route to tokenized fiat. Beyond commercial effects, ADGM’s sign-off signals growing regulatory acceptance of stablecoins in the Gulf and could prompt faster adoption by banks, exchanges and fintechs as they integrate USDC and EURC into payments and settlement infrastructure.
