Binance Wins Full ADGM License for Exchange, Clearing and Brokerage

Abu Dhabi Global Market’s Financial Services Regulatory Authority has issued full licences to three Binance entities, authorising them to run exchange, clearing and brokerage operations within ADGM. The approval, announced on Dec. 8, 2025, formalises Binance’s ability to offer trading, post-trade settlement and intermediary services to local and regional clients under the Abu Dhabi rulebook.

The clearing licence in particular opens the way for structured settlement and post-trade services that are important for derivatives and institutional trading, potentially boosting liquidity and product depth in the Emirate’s crypto market. The move is part of a broader industry shift toward regulated footprints as exchanges seek to reassure institutions and retail users; market participants say it could accelerate product rollouts and collaboration with banks and custodians while raising compliance and consumer-protection standards.
