Bhutan has committed 10,000 BTC to finance a planned 'Mindfulness City', tapping most of its estimated 11,286 BTC holdings valued at over $986 million. The allocation makes Bhutan the fifth-largest known national Bitcoin holder and tests a sovereign use of crypto for public development.
