OCC Unveils GENIUS Act Framework for Regulated Stablecoins
The OCC published the GENIUS Act framework outlining a supervisory approach that would let banks, nonbank financial institutions, and foreign issuers issue and operate stablecoins subject to U.S. banking oversight. The document describes eligibility, custody and reserve arrangements, and operational expectations intended to align stablecoin activity with existing banking safeguards while bringing nonbank participants into a regulated perimeter.
If adopted in practice, the framework could broaden the universe of regulated stablecoin issuers, improve investor protections, and reduce regulatory uncertainty that has slowed institutional adoption. It also raises coordination needs with Congress and other agencies to ensure statutory authority and consistent oversight. Market participants will be watching for follow-up guidance, interagency alignment, and how providers adapt reserve, custody and compliance models to meet the OCC’s supervisory expectations.
